"...the laying of the final stone on the wharf , which crowned and finished off some expensive building work, was the fulfilment of hopes that had been nurtured over a long time by business in the undefeated town of Bilbao and its sister Portugalete. That stone, which was made of marble, [had] an inscription referring to the ceremony".
